Duties Help Duties Summary This position is located in the Human Resources Operations Center (HROC).
As the Chief of the Human Resources Operations Center, you will plan, coordinate, and consistently administer Human Resources Programs in accordance with USCIS requirements; develop policies, regulations, standard operating procedures and guidelines; develop and track performance measures and provide advice and guidance to senior management on Human Resources Program regulations, policies, legislation and principles.

Leads over 150 Human Resources experts across four operational branches:
Recruitment and Placement, Benefits and Retirement, Classification, and Employee Resources and Processing.
Ensures effective, accurate and efficient HR services to 20,000 employees across the agency from recruitment through retirement.
Serves as an expert consultant and advisor for all Human Resources and operational matters for the agency.
Designs and plans strategic initiatives, operational goals, and priorities in a dynamic human capital environment, with a focus on innovation and efficiency.
Liaises with other Federal agencies to coordinate on and address Human Resources related issues.

Residency Requirement:
There is a residency requirement for all applicants not currently employed by US Citizenship and Immigration Services.

Supervisory/Managerial Probationary Period:
You may be required to serve a twelve-month probationary period upon appointment to this position.
You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
Qualifications GS-15:
You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.
You must have experience performing the following duties:
Providing strategic management and direction to all Human Resources operations; Developing and assigning measurable operational goals and objectives for all of Human Resources operations; Identifying efficiencies in the Human Resources operations and developing strategic action plans to effect change throughout the organization; Managing Human Resources operational programs by monitoring and analyzing all personnel, financial, and material needs to ensure maximum cost effectiveness in the program's operation; Interpreting regulations, policies and plans to determine impact and resolving controversial problems by developing Human Resources communication campaigns to keep the workforce informed with accurate and trusted about the agency's operational human resources activities; Applying a wide range of qualitative and/or quantitative methods for researching, analyzing, and synthesizing Human Resources guidance, information and data to formulate recommendations governing the impact of Human Resources operational plans.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
