Experience:
For the Grade 13, you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade 12 in the Federal service. Experience for this position includes:
Experience in leading a staff, providing instructional guidance, setting priorities and preparing schedules in order to meet time- lines and program objectives; experience researching Federal and agency regulations, pertinent laws and policies related to program operations; experience communicating in person with clear methodical thought; experience collecting requirements and working with other divisions to develop cost and production data related to organizational operations; experience applying analytical and evaluative methods and techniques to issues or findings concerning the efficiency and effectiveness of program operations from a technical perspective; experience creating staffing and cost models for regional offices; experience plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; experience developing pay and production rates for organization operations; experience communicating assignments, milestones, deadlines and solve work problems. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
