This vacancy is for a Training Specialist, GS-1712-07/09/11 position in the American Community Survey Support Staff, Field Division, located at the U.S. Census Bureau Headquarters in Suitland, Maryland.
One year probationary period may be required.
Relocation expenses will not be paid.
This is a bargaining unit position.

Develop instructional design strategies based on core competencies including the development of performance assessment models for measuring and evaluating the effectiveness of training.
Coordinate the development and delivery of computer-based, internet/intranet/network-based training, and other distance learning products for adult professional training programs.
Develop and write procedures and related training materials for a comprehensive professional development program.
Develop curriculum plans that outline the individual training programs for developing the skills corresponding to identified core competencies.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:
1. Knowledge developing training to include skill/proficiency checks; performance assessments; designing and incorporating relevant practice exercises; selecting appropriate approaches for delivering training; writing self-studies; workbooks; classroom training guides; job aides and training aids.
2. Ability to determine the appropriate sequence of instructional activities, and conducting a dry run or read-through of the training materials.
3. Knowledge preparing manuals, user guides, and instructional materials for specialized training of all levels of RO personnel on the technical and administrative aspect of current programs, and one-time surveys.
4. Ability to work under tight deadlines on multiple time-sensitive projects.
5. Knowledge of the requirements for developing a system of training program and evaluates the effectiveness of training through methods such as, evaluation/feedback from trainees and trainers; end-of-training, final review exercise for ongoing training packages; evaluation reports describing the strengths and weaknesses of training approaches.
6. Knowledge and experience in preparing evaluation reports containing strengths and weaknesses of training approaches.
7. Knowledge and experience conducting assessments of existing instructional approaches which do not appear adequate and alternatives are desired. Works with other Census Bureau divisions in special experimental studies to improve survey research.

Experience:
You must have one year of specialized experience equivalent to the grade 05 level in the Federal service. Specialized experience is work experience assisting in developing original course content and instructing and subsequent modifications to course content to meet objectives and selecting the instructional method to effectively present and/or implement training and/or testing materials for formal courses. This experience may have been gained in work such as instructing an adult education program, secondary school, college, military installation, or industrial establishment; supervising or administering a training program; or developing or reviewing training/course materials and evaluating training results.
GRADE 09
Experience: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience is work experience in developing original course content and instructing and subsequent modifications to course content to meet objectives and selecting the instructional method to effectively present and/or implement training and/or testing materials for formal courses. This experience may have been gained in work such as instructing an adult education program, secondary school, college, military installation, or industrial establishment; supervising or administering a training program; or developing or reviewing training/course materials and evaluating training results.
Education: Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degrees (such as an LL.B or J.D.) that has equipped you to perform the duties of this position.
Grade 11
Experience: You must have one year of specialized experience equivalent to the grade 09 level in the Federal service. Specialized experience is work experience in developing original course content and instructing and subsequent modifications to course content to meet objectives and selecting the instructional method to effectively present and/or implement training and/or testing materials for formal courses. This experience may have been gained in work such as instructing an adult education program, secondary school, college, military installation, or industrial establishment; supervising or administering a training program; or developing or reviewing training/course materials and evaluating training results.
Education: Three full years of progressively higher level graduate education leading to a doctoral degree or PH.D., or an equivalent graduate degree with major study in a field related to the position.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
